Ms. Manning joined the Congressional Research Service (CRS) in 1991.  She works in the Government and Finance Division section of the Knowledge Services Group, where she specializes in Congressional history, Member demographics, Congressional office operations, and legislative procedure.  She also handles Native American issues, Inter-parliamentary affairs, and is on the Training and Outreach Team for the Library’s new beta Congress.Gov website.

Ms. Manning received a BA in Political Science and International Studies and a MLS in Library Science from the University of North Carolina. She is a member of the American Library Association, the American Indian Library Association, the Special Libraries Association, and the District of Columbia Library Association.
